Optimal card payment systems
نویسنده
چکیده
This paper presents a model of a card payment system to address the pricing and rules that govern such systems. It evaluates the social optimality of privately set interchange fees and the adoption of a rule by payment systems to prevent merchants surcharging for card transactions using two extremes of merchant pricing—monopolistic pricing and perfect competition. Both types of merchant pricing constrain the ability of card schemes to use interchange fees and the no-surcharge rule in anticompetitive ways, although for quite di2erent reasons. The positive role of the no-surcharge rule in preventing excessive merchant surcharging is also highlighted. c © 2002 Elsevier B.V. All rights reserved. JEL classi$cation: G21; L31; L42

The Reserve Bank of Australia recently conducted an extensive inquiry into the interchange fees associated with credit cards and has moved to regulate those fees. At the same time...
متن کاملAn Economic Analysis of the Determination of Interchange Fees in Payment Card Systems
The paper investigates, in a non-technical fashion, the economic determinants of interchange fees in payment card systems and the potential need for their regulation. Among other things, it demonstrates that the proposal for a cost-based regulation of interchange fees relies on an erroneous, vertically organized, model of the payment card industry.

متن کاملEvolutionary Learning of the Optimal Pricing Strategy in an Artificial Payment Card Market
This paper introduces an artificial payment card market in which we model the interactions between consumers, merchants and competing card issuers with the aim of determining the optimal pricing structure for card issuers. We allow card issuers to charge consumers and merchants with fixed fees, provide net benefits from card usage and engage in marketing activities. The demand by consumers and ...
